CR Launches Multimodal Transport One-Bill Coverage System, with Railway 95306 Platform Introducing the New Function

      According to CR, on November 22, 2024, the X9622 train carrying 3,000 tons of aluminum bars arrived at Tianjin Port from Zhundong Railway Station in the Xinjiang Uygur Autonomous Region, then transferred to the "Yujiang Xiangrui" vessel to Dongguan Port in Guangdong. The goods were jointly transported by CR-Urumqi and Shanghai ZhongGu Logistics Corp. After the Railway 95306 platform launched the multimodal transport one-bill coverage system function, both parties jointly issued the first national multimodal transport bill under the one-bill coverage system for containers. This marks a historic breakthrough in China's multimodal transport one-bill coverage system, enabling full-process "one-time entrustment, one bill all the way, one container all the way and one settlement" transport.

  The spokesperson of the Freight Department of CR explained that CR is fully implementing the CPC Central Committee and State Council's decisions on optimizing transport structure and effectively reducing logistics costs. This includes deepening the market-oriented reforms in railway freight and closely collaborating with CRCT and shipping companies to promote the one-bill coverage system for container multimodal transport.

     Firstly, CR has unified goods bills. Focusing on the bottlenecks affecting logistics efficiency and costs, CR aims to promote mutual recognition of standards for cargo names, container types, packaging, etc., and ensure the seamless connection of railway and water transport operations. CR has been jointly developing a full-journey logistics product for rail-water intermodal transport and designing a standardized intermodal waybill. 

     Secondly, CR has optimized transport organization. CR scientifically matches train schedules with ship departure times, utilizing both railway capacity and shipping space to minimize transport time and ensure efficient delivery. 

    Thirdly, CR has shared data and information. CR has made full use of information technology to conduct joint research and development, promote data sharing between railways and waterways, and develop and implement the multimodal transport one-bill coverage system function on the railway 95306 platform. This feature supports full-process logistics services for rail-water intermodal transport, enabling the submission and issuance of multimodal transport waybills, full-process cargo tracking and transport statistical analysis, while ensuring transparency in schedules and pricing.

  The spokesperson stated that with the launch of the one-bill coverage system transportation mode for container multimodal transport, railway transport enterprises, acting as multimodal transport operators, will coordinate the entire transportation chain and provide full-service logistics. Both railway and shipping companies, as comprehensive multimodal transport carriers, jointly process customer demands and issue multimodal transport waybills. Customers can directly place orders on the railway 95306 platform to submit their full-process logistics requirements for rail-water intermodal transport. Compared to traditional multimodal transport services, the one-bill coverage system features "one-time entrustment, one bill all the way, one container all the way and one settlement" transport. It eliminates the need for customers to negotiate and coordinate individually with multiple carriers regarding document handovers, short-distance transfers, cargo transshipment and other steps. Customers can track the whereabouts of their cargo throughout the journey, significantly improving transportation efficiency and reducing overall logistics costs. Implementing the one-bill coverage system transportation mode helps further integrate rail and water transport, enhancing comprehensive transport efficiency and service quality. It contributes to effectively lowering societal logistics costs and injects new momentum into the development of a modern logistics system.

  The spokesperson stated that in the next step, CR will earnestly implement the spirit put forward in the Third Plenary Session of the 20th CPC Central Committee, continue to deepen the market-oriented reform of railway freight transport, and fully leverage the backbone role of railway transportation. By closely collaborating with other modes of transportation, CR aims to gradually expand the scope of one-bill coverage system transportation services, develop more high-quality multimodal transport products, and provide customers with more efficient and convenient modern logistics services, thereby contributing to high-quality economic and social development.
