Efforts have been made to enhance railway infrastructure in old revolutionary base areas, ethnic minority regions, border areas and regions lifted out of poverty. Since the 18th National Congress of the CPC, over 4.9 trillion yuan has been invested in railway construction in these areas, accounting for more than 77% of the total investment. New rail lines have connected over 300 former national-level poverty-stricken counties, with more than 140 counties ending their history of being inaccessible by rail. The number of passenger and freight stations in towns and below has reached more than 1,600.
The railway has adhered to operating low-fare, station-to-station "slow trains," ensuring the inclusivity, balance and accessibility of railway transportation. These trains are available in 22 provinces, autonomous regions and municipalities, passing through 35 ethnic minority areas and 104 key counties for rural revitalization, with a total of 691 stops. Since 2017, these "slow trains" have transported about 136 million passengers, with a daily average of 30,000 passengers in 2024. In addition, the railway has precisely optimized train schedules in areas lifted out of poverty, innovating the "Rural Revitalization Train" brand and strengthening the rural logistics system to provide strong support for the construction of livable, workable and beautiful rural areas. Since the 18th National Congress, over 1 billion passengers and more than 4.6 billion tons of goods have been transported from regions lifted out of poverty.
Targeted railway assistance to counties in Henan's Luanchuan, Shaanxi's Mianxian, Ningxia's Yuanzhou and Xinjiang's Hotan, as well as targeted support to Fujian's Taining County, has resulted in the emergence of many rural revitalization demonstration sites. For six consecutive years, the railway's assistance work has received top grades in the central government's assessments, and since 2021, the annual per capita income in the supported counties has grown by up to 14.7%.
